Speical Education is on Target
The Michigan Department of Education as required by IDEA 2004 released the Annual Performance Report (APR) for the District’s Special Education Department based on the most recent available data from the 2005-2006 school year. The District was rated on seven of the twenty state performance plan indicators:
1. The District’s Students with Disabilities (SWDs) Graduation Rate of 87.5% greatly exceeded the state target of 80% and the state average of 70.6%.
2. Wayne-Westland’s SWDs Dropout Rate was 11.76% which was significantly below the state target of <13% and average of 25.5%.
3. While no determination was possible for SWDs making AYP targets on statewide Assessments (high schools did not have a measurable group taking MEAP), we did have 100% participation at all three levels with elementary and middle schools both making AYP.
4. The state target for Suspension/Expulsion of SWDs was <10%, the MDE determined that we met the target and had no significant discrepancy.
5. Least Restrictive Environment (LRE) indicator data was monitored for three categories. The target for removal of SWDs from regular education <21% was 46%; we exceeded the target and state average of 54.01% with a rating of 54.98%. The target for removal from regular education >60% was less than or equal to 21.5%, however, we exceeded this with 28.54% in this category which is not meeting the target (approximately 7% of this rate is due to center programs, so our high incidence numbers are close to the target, but ALL KIDS COUNT). The third target was <4% in Separate Facilities/Residential Placement/or Homebound/Hospitalized, our data was 2.79% which was significantly below the target and state average of 5.17%.
6. The PRESCHOOL LRE indicator target was 49%, our rating was 84% which is tremendous and greatly exceeds the target as well as the state average of 53.4%.
12. Early Childhood Transition was the seventh indicator with a
target of 100%. The available data could only be disaggregated on the intermediate district level with the state average being 92.1%. No local district determination can be made.
The success, as evidenced in this report, of the District’s Special Education programs and services, is a tribute to our staff. The TEAM effort of the administrators, teachers, and ancillary and support staff, along with the support from our parents is truly building great futures for our students with disabilities in Wayne Westland.
